Typhoon Xangsane, the strongest to hit Manila since 1995, left at least 61 people dead and 69 missing in the Philippines, as it heads toward the central Vietnamese city of Hue. The typhoon, with maximum sustained winds of 213 kilometers per hour (132 miles per hour), was centered 322 miles east of the central Vietnamese city of Hue at 11:06 a.m. in Manila, the U.S. Navy Joint Typhoon Warning Center said on its Web site. It was moving to the west at 17 kph and creating waves of 25 feet (8 meters), the center said. Xangsane strengthened to a Category 4 storm from a Category 3 on the five-tier Saffir-Simpson scale, forecasters said yesterday.
