Bush refuted critics who say the war in Iraq and the global spread of terror cells has made America less safe, saying the only way to win is to stay on the offensive. ``You do not create terrorism by fighting terrorism,'' Bush said in a speech today to reserve military officers in Washington. He warned against returning to ``the old days of waiting to be attacked and responding.'' Democrats have seized on a National Intelligence Assessment that called the U.S.-led Iraq war ``a `cause celebre' for jihadists'' and a powerful recruiting tool. They are using the report to buttress election-campaign claims that Bush has endangered America in his pursuit of the war on terror. Bush's speech is the latest in a series before the November congressional elections that touts what Karl Rove, Bush's top political adviser, has described as the greatest strength of the president and the Republican Party: protecting America and leading in the war on terror. ...
