The White House, facing a Senate Republican revolt over CIA treatment of terrorist suspects, said on Sunday that a compromise can be reached over legislation needed to continue its interrogation program. The White House wants Congress to pass a law that would allow the CIA to use tough questioning methods which it says have protected the country from attack but which critics say are tantamount to torture. A Senate committee rebelled against Bush on Thursday, passing a bill giving foreign terrorist suspects broader rights that backers say would repair a U.S. image damaged by harsh treatment of detainees. The rift between Bush and senior senators from his own party comes less than two months before November congressional elections in which Republicans are trying to convince voters that national security is their strong suit... http://news.yahoo.com censor News |

Israel plans Lebanon war inquiry |
Israel's cabinet has approved plans for an inquiry into the recent conflict with Lebanese guerrillas Hezbollah. The cabinet voted 20-2 in favour of setting up a government commission to determine whether mistakes were made during the 34-day conflict. Prime Minister Ehud Olmert has been accused of sending Israeli troops into a war they were not prepared for. He has rejected calls by reservists for an independent probe, but insisted the commission would have real power. The commission, to be headed by a retired judge, will investigate the political and military decisions taken by Israel's leaders after Hezbollah captured two soldiers in a cross-border raid in July. ... http://news.bbc.co.uk/2/hi/middle_east/5353784.stm

Bird Flu Fighters Await $670 Mln From Donors, World Bank Says |
The World Bank said it is still awaiting $670 million of the money promised by donor countries and organizations for a global effort to fight bird flu. About $1.2 billion of the $1.87 billion of the funds pledged by donors at a conference in Beijing in January has been committed, the World Bank said in a briefing in Singapore today. The Bank, which funds projects to alleviate poverty, is working with developing countries to bolster disease surveillance and management of avian flu. Human fatalities from the H5N1 avian influenza strain have almost tripled this year, providing more chances for the virus to mutate into a lethal pandemic form. The virus is known to have infected 246 people in 10 countries, killing 144, since 2003, the World Health Organization said on Sept. 14. Millions could die if it becomes easily transmissible between people, causing a global outbreak. ... http://www.bloomberg.com/apps/news?pid=20601087&sid=at1ImtNQ_wwI&refer=worldwide_news

Iraqi Premier Calls on Iraqis to Embrace Reconciliation As Violence Kills at Least 19 |
Shiite Prime Minister Nouri al-Maliki urged Iraqis Saturday to cast aside their sectarian, ethnic and political differences and embrace his national reconciliation plan. The appeal came as Iraqi security forces announced they will dig trenches around Baghdad in an attempt to prevent insurgents and explosive-laden cars from getting into the sprawling city of 6 million. The U.S. military confirmed the joint Iraqi-coalition operation Saturday. "There is a plan in progress for a security belt around Baghdad that includes trenches and other obstacles for channeling exit from and entry to the city through checkpoints controlled by Iraqi forces," said Lt. Col. Barry Johnson, a spokesman for the U.S.-led coalition. The trenches are intended to curb attacks such as three car bombings Saturday morning in Baghdad that killed at least nine people and wounded dozens. Ten more people died in other blasts and ... http://abcnews.go.com/International/wireStory?id=2452799
