Indiana native Randall Tobias abruptly resigned Friday from his State Department post overseeing most U.S. foreign aid, after telling ABC News that he used a Washington D.C. escort service.The Associated Press also reported, based on information from two people familiar with the situation, that Tobias' name surfaced in an investigation of an escort service and that the decision to resign was his own.
