 Indiana native Randall Tobias abruptly resigned Friday from his State Department post overseeing most U.S. foreign aid, after telling ABC News that he used a Washington D.C. escort service.The Associated Press also reported, based on information from two people familiar with the situation, that Tobias' name surfaced in an investigation of an escort service and that the decision to resign was his own. ABC News reported late Friday that Tobias said in a Thursday interview that he had used the Pamela Martin and Associates escort services for massages, but said he said there had been "no sex."In a statement released late Friday afternoon, Secretary of State Condoleezza Rice cited "personal reasons" for the departure of Tobias, a former head of Eli Lilly and Co., who served as director of U.S. foreign assistance and head of the U.S. Agency for International Development....
