The measure would begin studies of a possible treaty, & must be approved by the General Assembly, which is likely to take it up next month. The resolution said the lack of international standards in the arms trade 'is a contributory factor to conflict, displacement of people, crime & terrorism.' President Vicente Fox announced Saturday he was sending federal police into the violence-wracked southern state capital of Oaxaca after a U.S. journalist and at least two Mexicans were shot and killed.The clashes occurred Friday while leftist protesters barricaded streets as part of a five-month campaign to oust the governor.Fox's office then issued an early morning declaration saying that federal forces would concentrate in Oaxaca city, though how many officers were being sent was unclear. The president had repeatedly shied away from sending such forces to the city, hoping to avoid violent confrontations.Streets here were largely empty Saturday, but a few people walked calmly through downtown. Palestinian Faction: Soldier to Be Freed Palestinian Militant Faction Says Capured Israeli Soldier to Be Released in Near Future |
One of three Palestinian factions that captured an Israeli soldier said Saturday that a prisoner swap could be concluded "in the near future." The other two factions, also linked to the Palestinians' ruling Hamas Party, made no similar claims. Reports of an impending deal have been rife for weeks. Abu Mujahed, a spokesman for the Popular Resistance Committees, said his faction had agreed to an Egyptian-brokered deal to release Cpl. Gilad Shalit in return for hundreds of Palestinian prisoners. "There is an Egyptian proposal that would include the release of our Palestinian prisoners and we agreed on this proposal," he said. "We expect a solution to our prisoners case in the near future." A close aide to President Mahmoud Abbas said on Saturday the Palestinian economy was close to collapse and urged the Hamas-led government to deal with the crisis immediately. The comments by chief negotiator Saeb Erekat, a member of Abbas's Fatah, came amid a growing power struggle between the rival Palestinian groups. Abbas is under pressure from some Fatah leaders to get rid of the elected Hamas administration.
