At least a dozen states are considering using multibillion-dollar budget surpluses to cut business taxes to become more competitive. In a departure from earlier times of budget surpluses, few states plan significant reductions in personal income taxes, a trend that has frustrated tax-cut advocates. "Lowering taxes for the sake of lowering taxes isn't what this is all about," says Nebraska Gov. Dave Heineman, a Republican whose state cut business taxes last year. "We're trying to create a more favorable tax climate to compete in the global economy."Forty-six states report revenue exceeding projections, according to the National Association of State Budget Officers.
