Chief U.N. prosecutor Carla del Ponte on Wednesday denied rumors that top war crimes fugitive Ratko Mladic had been arrested and urged Serbia to find him or risk hurting its bid to join the European Union. "Mladic remains at large, unfortunately," she told a news conference at the Hague tribunal. "The false rumors … about the arrest of Mladic have absolutely no basis whatsoever." Despite official denials by Serbia, rumors have been swirling since Tuesday that the 63-year-old fugitive was either under arrest or being talked into surrender to salvage Belgrade's EU membership prospects, up for review next week. "Serbia knows that negotiations may be suspended or may never conclude if Belgrade fails to cooperate fully," Del Ponte said. Mardi Gras parties in New Orleans are well under way although the biggest celebrations will not happen until next week.Less than six months after Hurricane Katrina ripped through the city, officials have spent millions of dollars cleaning up to present a positive image for thousands of tourists and reporters who are arriving for Mardi Gras. While the thumping noises of loud music can be heard around the French Quarter and the cat and mouse games partiers play to get beads have begun, there is a very different scene just a few blocks away from Bourbon Street. Outside the Downtown District many neighborhoods have received little or no attention since Hurricane Katrina struck."We lived out in an area down St. Claude and it's just nobody's out there. It's just deserted," said New Orleans resident Lucy Lablanc. Three former makers of lead paint created a public nuisance that continues to poison children, a jury decided Wednesday in Rhode Island's landmark lawsuit against the companies. The verdict means the companies that once made lead paint and pigment could be held responsible for millions of dollars in cleanup and mitigation costs, though the state never put a dollar value on its lawsuit. Superior Court Judge Michael Silverstein will decide later how much, if anything, the companies must pay. Bush did not know about a deal to hand over the operation of 6 American ports to a Dubai-owned company until it was all but sealed, the White House said today.
