Moscow has demanded an investigation by Macedonia into an attack that left four Russian diplomats badly hurt. The diplomats were about to leave a cafe in Macedonia's capital, Skopje, when a man hit one of them, sparking a brawl, media reports said. The Russians were treated in hospital in Skopje but have now been discharged. Russia's foreign ministry protested to the authorities in the Former Yugoslav Republic of Macedonia. The motive for the attack is not yet clear. The incident took place late on Saturday night in a popular venue in central Skopje. "Soon afterwards, between 10 and 12 people were taking part in the attack on the four diplomats," said Russia's ORT television. "The attackers used glass bottles and brass knuckles." ... http://news.bbc.co.uk censor News |

China outlines economic controls |
China's central bank has said it will press ahead with change to its foreign exchange rate regime, and "let the market play its role" in setting rates. The People's Bank of China also said it will let foreign investors take larger stakes in financial institutions. Meanwhile, Xinhua news agency has said policies to cut over-rapid investment and credit growth will continue. There are large imbalances in China's economic development at present, and continued fears of overheating. The central bank has raised interest rates twice since April, while the government has introduced tougher land-use and environmental standards in an attempt to deter wasteful investment. Xinhua quoted Ma Kai, head of the National Development and Reform Commission, as saying China should continue making use of economic, legal and administrative measures to keep control of the economy. ... http://news.bbc.co.uk/2/hi/business/6098316.stm

Copying own CDs 'should be legal' |
A think-tank has called for outdated copyright laws to be rewritten to take account of new ways people listen to music, watch films and read books. The Institute for Public Policy Research (IPPR) is calling for a "private right to copy". It would decriminalise millions of Britons who break the law each year by copying their CDs onto music players. Making copies of CDs and DVDs for personal use would have little impact on copyright holders, the IPPR argues. Copyright issues have, in the past, been steered too much by the music industry, the report said. IPPR deputy director Dr Ian Kearns said: "When it comes to protecting the interests of copyright holders, the emphasis the music industry has put on tackling illegal distribution and not prosecuting for personal copying, is right. A think-tank has called for outdated copyright laws to be rewritten to take account of new ways people listen to music, watch films and read books. ... http://news.bbc.co.uk/2/hi/uk_news/6095612.stm

Warming 'may cause economic chaos' |
Climate change could devastate the global economy on a scale of the two world wars and the depression of the 1930s if left unchecked, a top economist has warned.Introducing the report by Nicholas Stern, the British government also said Monday that former U.S. Vice President Al Gore, who is now a vocal environmental advocate, is to serve as one of its advisers on the issue. The report's main argument is that the benefits of coordinated action around the world to tackle global warming will greatly outweigh any financial costs. But Stern, a former World Bank economist, who wrote the report commissioned by ministers, concludes that ignoring climate change could lead to huge economic upheaval."Our actions over the coming decades could create risks of major disruption to economic and social activity, later in this century and in the next, on a scale similar to those associated with the great wars and the economic depression of the first half of the 20th century," he said. ... http://www.cnn.com/2006/TECH/science/10/30/warming.report/index.html?eref=rss_world

Police offensive scatters Mexican demonstrators |
Thousands of federal riot police, backed by armoured trucks and helicopters, have seized control of the Mexican city of Oaxaca from protesters after violent clashes left one person dead. Police wearing body armour and carrying riot shields and submachine guns were accompanied by water cannon and helicopters as they poured into the city yesterday aiming to remove demonstrators from the central plaza. By last night police had taken control of the square, occupied for months by a leftwing movement in a protest that began as a dispute over teachers' pay and conditions in May, but has since grown into a social revolt. Armoured trucks were deployed in the plaza early on Monday to prevent a possible counter-attack from the activists. "Tomorrow there will be a blood bath," Mario Jimenez, an 18-year-old protester told Reuters on Sunday night... http://www.guardian.co.uk/international/story/0,,1935270,00.html?gusrc=rss&feed=12
