Scotland Yard has handed a file on the investigation into the death of the former Russian spy Alexander Litvinenko to the Crown Prosecution Service. The 43-year-old, a fierce critic of the Kremlin, died in hospital in London in November last year. His body contained the radioactive substance polonium-210. Police have said they cannot reveal the contents of the file. Prosecutors will now consider whether there is sufficient evidence to charge anyone over Mr Litvinenko's death. Mr Litvinenko is reported to have fallen out with the Russian leader Vladimir Putin in the late 1990s. At the end of last year, Scotland Yard officers travelled to Russia to question witnesses in the case. ...

Sri Lanka police die in bus ambush

Suspected Tamil Tiger rebels ambushed a police bus with a roadside bomb outside a university in eastern Sri Lanka on Wednesday, killing six security personnel as they headed on leave and a civilian, the military said.The attack in the restive eastern district of Batticaloa comes after the government vowed to wipe out the Tigers militarily, a development analysts say could deepen a new chapter in the two-decade civil war."A Claymore (fragmentation mine) attack in front of the Eastern University in Batticaloa has blasted a bus carrying police personnel going on leave," military spokesman Brigadier Prasad Samarasinghe told reporters.Officials said four policemen, two soldiers and a civilian had been killed, and 11 people injured. Officials had initially said six policemen were killed.They said rebels of the Liberation Tigers of Tamil Eelam (LTTE) had sprayed gunfire after the incident before fleeing....

Germany issues CIA arrest orders

Germany has ordered the arrest of 13 suspected CIA agents over the alleged kidnapping of one of its citizens. Munich prosecutors confirmed that the warrants were linked to the case of Khaled al-Masri, a German national of Lebanese descent. Mr Masri says he was seized in Macedonia, flown to a secret prison in Afghanistan and mistreated there. He says he was released in Albania five months later when the Americans realised they had the wrong man. Mr Masri says his case is an example of the US policy of "extraordinary rendition" - a practice whereby the US government flies foreign terror suspects to third countries without judicial process for interrogation or detention. Prosecutors in Munich said in a statement that the city's court had issued the warrants on suspicion of abduction and grievous bodily harm. ...

U.S. aid in Iraq lost to poor oversight: report

Millions of dollars in U.S. aid intended for Iraqi police training programs may have been lost because of poor contract oversight, a State Department watchdog agency said in a report.The State Department paid about $43.8 million dollars for a residential camp to house police trainers that was never used, including $4.2 million for work that was not authorized under a contract awarded to DynCorp International Inc., said the review issued on Tuesday. The unauthorized work included relocating the camp to the Adnan Palace in Baghdad, the addition of 20 VIP trailers and the construction of an Olympic size swimming pool on the palace grounds, the audit said. The review, by the office of the Special Inspector General for Iraq Reconstruction, said the camp was never completed due to security concerns. ...

Vladimir's body was discovered in a sitting position, his arm, still retaining some flesh, leaning on the kitchen table, his head slumped over. An empty vodka bottle and a glass sat in front of him, according to Pravda's reports.Neighbors reported that Ledenev, 68, vanished without a trace six years ago.“We reckoned that he’d moved somewhere else or checked himself into a hospital; he had TB,” said Irina Borodina, one of his neighbors, according to Pravda.Neighbors told police that Ledenev had started drinking heavily after his mother passed away 10 years ago....

First bird flu death in Nigeria

A Nigerian woman who died suffering from flu symptoms has tested positive for the deadly H5N1 strain of the avian flu virus, says a government minister. It is the first bird flu death reported in sub-Saharan Africa since it surfaced in Nigeria a year ago. The victim was a 22-year-old from the commercial capital, Lagos. Health officials said inconclusive tests had also been carried out on her mother and two other people, all of whom died recently. "Last night our team of 13 scientists were able to conclusively identify the case of avian influenza," Nigerian Information Minister Frank Nweke Jnr told a news conference in Lagos. He said blood samples were now being sent to foreign laboratories and the findings are now with the World Health Organisation for further scrutiny. ...
