Scavengers found 10 human skulls Monday in a trash heap the second such grisly find in as many days in Haiti's capital, where authorities speculated that the bones may have come from a Voodoo ritual. The skulls were inside plastic buckets along a busy road in an eastern district of Port-au-Prince, bystanders said. Two U.N. civilian police could be seen trying to match the skulls with several sets of jaw bones also found in the dump, littered with tin cans, old shoes and a child's doll. The U.S. ambassador to Britain has refused to pay London’s $14 daily toll on cars in the city center, prompting London’s outspoken mayor to say on Monday he was behaving “like some chiseling little crook.”The embassy stopped paying the fee last July, shortly before Ambassador Robert Tuttle took up his post. A civil liberties group asked an appeals court on Monday to force a federal judge to unseal a ruling he made in a terrorism case regarding the government's warrantless wiretapping program.The judge's sealing of the ruling without an explanation is unprecedented, the New York Civil Liberties Union said."Courts do not have authority to issue entire opinions in secret," the group said.The group's submission to the 2nd U.S. Circuit Court of Appeals came in the case of two Muslims accused of supporting terrorism. British officials helped the CIA capture two British nationals in Africa who were later taken to the U.S. prison at Guantanamo Bay, Cuba, the BBC said Monday, citing secret telegrams it reportedly obtained. Iraqi-born Bisher al-Rawi and Jamil el-Banna are alleged to have been associated with al-Qaida through their connection with the London-based radical Muslim cleric Abu Qatada.
