North Korea has accused bitter rival South Korea of committing a crime against peace on the peninsula by casting its vote for a U.N. resolution that chastised Pyongyang for having an abysmal record on human rights. A U.N. General Assembly panel rebuked North Korea on Friday for gross human rights abuses. South Korea voted for a draft resolution criticizing its Stalinist neighbor for torture, public executions and miserable prison conditions. The measure was passed by a vote of 91-21, with 60 abstentions. "South Korea's vote for the U.N. resolution on human rights is an anti-nationalistic provocation that joins a U.S. criminal act, and an intolerable act destroying inter-Korean relations," said a spokesman for the group charged with managing Pyongyang's ties with the South. House Republicans yesterday overwhelmingly re-elected most of their top leadership despite losing about 30 seats in last week's elections and control of the chamber. Rep. John A. Boehner of Ohio was picked to be minority leader -- replacing outgoing Speaker J. Dennis Hastert as the party's leader in the House -- and Whip Rep. Roy Blunt of Missouri was re-elected as Republicans regroup for life in the minority. "I've pledged to them to do everything I could to bring our team together and to work hard so that we can earn our way back into the majority," Mr. Boehner said. "And to do that means that we need to fight for smaller, less costly and more accountable federal government," he added, harkening back to the principles that won the House for Republicans in 1994 after 40 years in the minority. The NATO-led force in Afghanistan would be more effective if member countries lifted restrictions that prevent their troops from fighting insurgents in the country's restive south, a senior Canadian officer said Saturday.Many of the 37 troop-contributing nations serving with the 31,000-strong force have refused to join the fight against Taliban and other insurgents in the south, leaving the task to Canadian, American, British and Dutch soldiers.The French, German and Italian forces patrol relatively quiet sectors in the north under self-imposed limitations, known in NATO as "caveats," that keep them out of combat operations.Brig. Padilla Case Raises Questions About Anti-Terror Tactics Treatment in Brig Could Hinder His Prosecution |
After he was arrested in 2002, Jose Padilla was considered so dangerous that he was held without charges in a military prison for more than three years -- accused first of plotting a radiological "dirty bomb" attack and later of conspiring with al-Qaeda to blow up apartment buildings with natural gas. But now, nearly a year after his abrupt transfer into a regular criminal court, the Justice Department's prosecution of the former Chicago gang member is running into trouble. A Republican-appointed federal judge in Miami has already dumped the most serious conspiracy count against Padilla, removing for now the possibility of a life sentence.
