Immigration, border security and trade issues were on top of the agenda Thursday as President Bush prepared for a two-day summit with the leaders of Mexico and Canada in the resort town of Cancun, Mexico.Mexico's Vicente Fox, in the final months of his presidency, is hosting Bush and Canadian Prime Minister Stephen Harper in the Yucatan resort, which was heavily damaged by Hurricane Wilma last October.When Bush and Fox meet Thursday, immigration will be at the forefront. The U.S. Senate is debating a bill to overhaul immigration laws, including a proposal by Bush to allow workers from Mexico and other countries to work legally in the United States for up to six years....
