Germany and China urged rapid approval of a U.N. draft resolution that would impose sanctions on Iran for its nuclear program after South Africa surprised major powers by proposing a softening of the document's wording. The proposed resolution, designed to pressure Iran to halt its uranium enrichment work, would put in place an embargo on Iranian arms exports and freeze financial assets abroad of 28 individuals, groups and companies. It is a follow-up to a previous resolution adopted by the Security Council in December and was expected to be voted on this week after Germany and permanent council members Britain, China, France, Russia and the United States agreed on the text. But South Africa, the current chair of the Security Council, has called for all key sanctions proposed by major powers, including an arms embargo and financial bans on an Iranian state bank and the Revolutionary Guard, to be dropped. ... http://abcnews.go.com censor News |

U.S. Treasury Secretary Henry Paulson on Monday applauded the Inter-American Development Bank's backing of alternative fuels and expressed support for China's request to join the financial institution. Paulson's visit comes on the heels of President Bush's recent swing through Latin America to improve relations, promote trade and push for the region to seize the opportunities of the booming biofuel industry. Malaria: GM mosquitoes offer new hope for millions. Controversial strategy would mean releasing laboratory-created insects into wild |
The multimillion-dollar effort to eradicate one of the world's deadliest diseases received a significant but controversial boost yesterday when scientists announced the creation of genetically modified mosquitoes that cannot pass on malaria.Trials revealed that the GM mosquitoes could quickly establish themselves in the wild and drive out natural malaria-carrying insects, thereby breaking the route through which humans are infected. The strategy is likely to prove contentious as it would require the unprecedented release of tens of thousands of GM organisms into the wild. But it has raised hopes among scientists, some of whom believe it may be powerful enough to finally bring under control a disease which strikes 300 million people a year and causes more than 1 million deaths, mostly of children in sub-Saharan Africa.... http://www.guardian.co.uk/international/story/0,,2037909,00.html?gusrc=rss&feed=12

Marine Will Be Court-Martialed on Charges of Assaulting 2 Iraqis |
A military officer accused of beating Iraqi detainees will be court-martialed on two assault charges, the Marine Corps said Monday. Prosecutors say 2nd Lt. Nathan P. Phan beat, choked and threatened two men last March or April in the town of Hamdania as he was trying to extract information from them. Phan's attorney said his client would plead not guilty. Prosecutors allege Phan hit Hasan Hamza Fayall and Ali Haraj Rbash and choked them with enough force to kill them. Phan sprayed a substance, which he told Fayall was acid, into the detainee's nose and said he would receive the antidote only if he gave information, prosecutors said. Phan is also accused of placing an unloaded pistol against Rbash's lips and mouth. ... http://abcnews.go.com/US/wireStory?id=2965026

Saddam aide is executed in Iraq |
Former Iraqi Vice President Taha Yassin Ramadan has been executed, an Iraqi government official says. "Ramadan was hanged at 0305 (0005 GMT) today," an official from the Iraqi prime minister's office was quoted as telling the AFP news agency. One of Saddam Hussein's co-defendants, he was given a life sentence for his role in killing Shias in the 1980s. But an appeals court later ruled this was too lenient and recommended he should instead face the death penalty. Ramadan is the third senior former official to be hanged since Saddam Hussein was executed on 30 December. Two of Saddam Hussein's former aides, Barzan Ibrahim al-Tikriti and Awad Ahmed Bandar, were put to death on 15 January. ... http://news.bbc.co.uk/2/hi/middle_east/6468495.stm
