South Korean President Says North Could Spark an Arms Race; North Ending Relatives' Reunions |
South Korea's president on Wednesday condemned North Korea for potentially sparking an arms race with its recent missile launches, while the North said it was ending reunions between relatives separated by the Korean Peninsula divide. South Korean President Roh Moo-hyun said the missile launches increased tensions on the Korean Peninsula. But he also told a meeting of top security officials that excessive responses "don't help solve the issue," according to presidential adviser Song Min-soon. He didn't name a specific country, but Roh previously has criticized Japan after reports that Tokyo was considering a pre-emptive strike against North Korea. Japan in recent days has said it is moving to impose sanctions against the communist nation. Earlier this month, the North defied international opposition and tested a long-range missile believed capable of reaching the U.S., along with six other short- and medium-range missiles. ... http://abcnews.go.com/International/wireStory?id=2210576

U.S. June Housing Starts Fall 5.3% to 1.850 Mln Rate |
U.S. homebuilders started work on fewer homes in June as higher mortgage rates discouraged buyers, reinforcing expectations of slowing growth in coming months. Housing starts fell 5.3 percent to an annual rate of 1.850 million, the Commerce Department said today in Washington. Building permits, a sign of future construction, fell 4.3 percent to a 1.862 million rate, a three-year low. Would-be homebuyers are moving to the sidelines, dissuaded by the highest mortgage rates in four years and prices that are still above year-ago levels. Reduced demand and an increase in contract cancellations are leading some builders to lower profit forecasts. Economists expect a slowdown in housing growth will help cool the economy this year. ... http://www.bloomberg.com/apps/news?pid=20601087&sid=anWn6duKFgbU&refer=top_world_news

Following a court mandate, Missouri officials said Tuesday that they have lifted regulations that automatically prevented homosexuals from becoming foster parents. But while the decision clears the way for gays to get licensed to care for foster children, officials with the Department of Social Services said it might still be difficult for a gay person to become a foster parent."We're considering the biological parents' preferences, and we're also considering the abuse and neglect that occurred to the child and whether or not an alternative lifestyle environment would be confusing or add trauma to an already abused or neglected child," said department spokeswoman Deborah Scott, whose office filed the new rules with the Secretary of State.... http://www.usatoday.com/news/nation/2006-07-19-gayfosterparents_x.htm?csp=34
