U.S., N. Korea to normalize ties |
North Korea's top nuclear negotiator was on his way to the United States yesterday for talks on issues that a State Department official said would include the first steps toward the normalization of diplomatic relations. The trip, which coincides with the first high-level talks between North Korea and South Korea in more than four months, reflects the rapid easing of tensions with President Kim Jong-il's regime since North Korea agreed this month to freeze its nuclear program in exchange for heavy fuel oil and other concessions. Kim Kye-gwan, North Korea's vice minister of foreign affairs, arrived in Beijing yesterday and was expected in San Francisco tomorrow, a State Department official told The Washington Times. He will continue to New York for talks with his U.S. negotiating counterpart, Christopher Hill, which will likely begin early next week. Kim Jong-il and Bush have a lot in common, both are nutcases... http://www.washingtontimes.com/world/20070227-100433-9295r.htm

Report: 750,000 homeless in U.S. Emergency shelters near capacity |
The nation has three-quarters of a million homeless people, filling emergency shelters through the year and spilling into special seasonal shelters in the coldest months, the government said Wednesday. The Department of Housing and Urban Development estimated there were 754,000 homeless people in 2005, including those living in shelters, transitional housing and on the street. That’s about 300,000 more people than available beds in shelters and transitional housing. The report is the government’s latest attempt to count people who are notoriously difficult to track. The estimate is similar to one by an advocacy group in January. The 2000 Census pegged the number of homeless people at 170,700, but it was widely considered an undercount. In 1996, the Urban Institute used data collected by the Census Bureau to estimate there were between 640,000 and 840,000.... http://www.msnbc.msn.com/id/17372939/

Maoris seek to limit number of migrants from Britain |
Britons considering making a fresh start in New Zealand might find a less than warm welcome awaiting them after Maori politicians demanded curbs on immigration to the islands. Lured by the attractive climate, majestic scenery, a high standard of living and the English language, thousands leave Britain each year to make new lives on the other side of the globe. But Maori nationalists called on the government in Wellington last week to limit the number of migrants from Britain. They accused the government of running a secret campaign to prevent the "browning of New Zealand" by encouraging large numbers of white immigrants so that they outnumber those of Pacific and Asian origin who would align themselves with the Maori minority. The proportion of Maori in the population, currently 13 percent, is expected to grow rapidly over the next few decades because their birthrate is more than twice that of white New Zealanders.... http://www.washingtontimes.com/world/20070227-100433-5398r.htm

New York School Investigated Rape Before Reporting It, Police Chief Says |
Staffers at a school for the emotionally disturbed conducted their own investigation of a 13-year-old girl's rape and even tried to collect evidence before reporting the attack, a police chief said Tuesday."I'm not certain it's criminal but it's certainly not advisable," said Mount Pleasant police Chief Louis Alagno. "They should be calling, notifying the police and calling in the professionals."He said the school delayed calling police for nearly four hours after the Monday night attack at the Hawthorne-Cedar Knolls School in Hawthorne, about 25 miles north of New York City. Three teenage boys were arrested and charged as adults. The Jewish Board of Family and Children's Services, which operates the school, issued a statement saying it was investigating the incident and cooperating with police, but did not address the allegation of the delayed call. It said it would not discuss individual children.... http://www.foxnews.com/story/0,2933,255258,00.html
