The Bush administration, facing heavy pressure to deal with soaring trade deficits, said Friday it is imposing economic sanctions against China to protect American paper producers from unfair Chinese government subsidies. The action reverses 23 years of U.S. trade policy by treating China, which is classified as a non-market economy, in the same way that other U.S. trading partners are treated in disputes involving government subsidies. The decision was announced by Commerce Secretary Carlos Gutierrez. "China's economy has developed to the point that we can add another trade remedy tool," Gutierrez said. Bush takes flak from all sides over Iraq |
Already feeling the heat at home to pull out of Iraq, Bush was under mounting international pressure Thursday to bring American troops home. Iraqi President Jalal Talabani followed the lead of Saudi King Abdullah the previous day at the same Arab summit in Riyadh, hitting out at the US for its "occupation" of his country and attacking Washington's mistakes."In beloved Iraq, blood is being shed among brothers in the shadow of an illegitimate foreign occupation, and ugly sectarianism threatens civil war," Abdullah told the high-powered gathering.The United States, which considers Saudi Arabia a key ally in the region, admitted to being caught off guard."We were a little surprised," said US Under Secretary of State Nicholas Burns. The United States on Thursday rejected Saudi Arabia's charge that Iraq is under an "illegitimate foreign occupation" and said U.S. troops are there at Iraq's invitation, under a U.N. mandate. The cross-fire reflecting growing differences between the two long-time allies at a time when the Saudis are taking on a greater leadership role in the Middle East. Egged on by a 17-year-old, two 10-year-old boys joined in the attack of a homeless man, leaving him bruised and bloody Tuesday, Daytona Beach Police said. The incident highlights an upswing in violent crime across the U.S. against the homeless.In 2006, there were 142 attacks and 20 murders, several involving teenagers seeking a vicious thrill, according to the Washington, D.C.-based National Coalition for the Homeless. The incident, which took place in Daytona Beach, Florida, may make history, said the nonprofit's acting executive director Michael Stoops. "If we're talking about 10-year-olds, that means we've hit an all-time low," said Stoops. In Bankruptcy Documents, San Diego Diocese Offers $95 Million to Settle Sex Abuse Claims |
The Roman Catholic Diocese of San Diego is offering $95 million to settle more than 140 claims of sexual abuse by priests, according to financial documents. The diocese would offer 143 individuals anywhere from $10,000 to $800,000, depending on the degree of abuse and other factors, according to documents filed Wednesday in the church's bankruptcy proceedings. The diocese abruptly filed for bankruptcy protection Feb. 27, just hours before the first civil trial was to begin in San Diego Superior Court and after a last-ditch round of negotiations with plaintiffs' attorneys. The Manila police chief and two of his officers will be removed from their posts in the fallout from a hostage standoff in which 26 children were held aboard a bus in the name of social reform, the interior secretary said Thursday.
