An empty casket with a military seal was discovered in a desert area south of Tucson, and sheriff's deputies were looking for the body. "Obviously it had the smell, and there was other evidence that it had been inhabited recently," Deputy Dawn Barkman said Sunday. Forensic investigators took DNA samples, and a nationwide alert was issued in hopes of finding out who was the casket, Barkman said. Deputies were called to a desert area near Interstate 10 around 5:30 p.m. Saturday after two people playing paintball found the casket, Barkman said. A Republican gubernatorial candidate's call for creation of a forced labor camp for illegal immigrants drew rebukes Friday from two GOP lawmakers, who labeled it a low point in the immigration debate. Don Goldwater, nephew of the late Sen. Barry Goldwater, caused an international stir this week when EFE, a Mexican news service, quoted him as saying he wanted to hold undocumented immigrants in camps to use them "as labor in the construction of a wall and to clean the areas of the Arizona desert that they're polluting." The article described Goldwater's plan as a "concentration camp" for migrants. Goldwater, a candidate for governor in Arizona, said in a statement Friday that his comments were taken out of context. Cameron 'could scrap' rights act |
The Conservatives would consider getting rid of the Human Rights Act and replacing it with a British Bill of Rights, leader David Cameron has said. In an interview for BBC One's Sunday AM, Mr Cameron said the Act hindered the fight on crime and terrorism. A US-style bill of rights would outline the rights of citizens, while the Human Rights Act incorporates European rules into British law. Lord Chancellor Lord Falconer said Mr Cameron's plans were "unworkable". The Conservatives have long-pledged to look at the 1998 Human Rights Act, which incorporated the European Convention on Human Rights into UK law. U.S. study examines police brutality complaints Justice Dept. report finds 8 percent of complaints justify discipline |
Eight percent of citizen complaints that police officers used too much force turned up enough evidence to justify discipline of an officer, a Justice Department survey of large state and local forces reported Sunday. The survey by department’s Bureau of Justice Statistics found that 26,556 complaints of excessive police force were filed in 2002 with state and local law enforcement agencies that have at least 100 full-time officers. Taken together, police agencies of this size account for 59 percent of the nation’s law enforcement officers but only about 5 percent of law enforcement agencies in the country. You have to keep in mind that in most of the complaints it’s the police who investigate themselves, So you can count on the percentage to be much higher had honest investigations been done on all complaints.
