A campaign committee controlled by Gov. Arnold Schwarzenegger broke state law by not promptly reporting what it spent promoting four measures on last November's special election ballot, an appeals court ruled. The state court said the California Recovery Team committee should have reported its independent expenditures within 24 hours during the 90 days before the election. Independent expenditures are those not coordinated with a candidate or a ballot measure committee.
