New violence flared Monday in northern Iraq with 40 dead in a suicide bombing, while Shiite leaders cut off political talks and denounced the United States over a weekend raid that they said killed worshippers in a mosque. Although the United States said no mosque was attacked, Shiites blamed the military for killing 22 people Sunday. Jawad al-Maliki, a lawmaker from the United Iraqi Alliance, said the Shiite bloc had canceled Monday's session of negotiations to form a new government because of the raid. "We suspended today's meetings to discuss the formation of the government because of what happened at the al-Moustafa mosque," al-Maliki said, adding that the alliance was expected to decide Tuesday when to resume the talks.President Jalal Talabani said he called U.S. Ambassador Zalmay Khalilzad and they decided to form an Iraqi-U.S. committee to investigate the attack... http://www.usatoday.com censor News |

HIV prisoners stage hunger strike |
Inmates at a prison in South Africa have begun a mass hunger strike to demand free HIV treatment. Some 242 inmates at Durban's Westville prison began refusing food after months of negotiations with the government. A spokesman for the prisoners, Xolani Ncemu, said the strike was scheduled to last three days but could be extended. South Africa's government currently hands out anti-retroviral drugs to about 50,000 of the approximately 6m South Africans who are HIV positive. Although there is nothing stopping the government providing prisoners with free HIV treatment, inmates at Westville complain they have to pay for the necessary identity documents. ... http://news.bbc.co.uk/1/hi/world/africa/4850392.stm

Bush Says Immigration Law Changes Must Include Greater Security |
Bush, addressing critics of his immigration proposals among fellow Republicans, said the U.S. must bolster border security while bringing illegal immigrants out of the ``the shadows.'' ``Our immigration system cannot function if we cannot control the border,'' Bush said during a naturalization ceremony for new immigrants in Washington. Congress will consider immigration proposals this week in a debate that has divided Bush's Republican Party. Lawmakers are trying to balance voter demands for tighter border security with a need for companies to hire workers from abroad. Bush backs a so-called guest worker program to encourage people already in the U.S. to register. Business groups, including the U.S. Chamber of Commerce, support the idea. The president called for a ``civil and dignified'' debate that allows for compromise. ... http://quote.bloomberg.com/apps/news?pid=10000087&sid=aQwgm__DNWbk&refer=home

Defense Witness in Moussaoui Trial Points to Government's Missed Chances to Catch 9/11 Hijackers |
Prosecutors in the death-penalty trial of Zacarias Moussaoui questioned a defense witness's assertion Monday that federal agencies missed multiple chances to catch two of the Sept. 11, 2001, hijackers in the months and years before the attacks. The witness, former FBI agent Erik Rigler, was questioned about a Justice Department report that he said criticized the CIA for keeping intelligence about two known al-Qaida terrorist operatives in the United States from the FBI for more than a year. The two were among the 19 suicide hijackers on 9/11. The report said they had been placed on a watch list in Thailand in January 2000, but not on a U.S. list until August 2001. The prosecution asked Rigler if anything in the report linked the pair specifically to a civil aviation plot. Rigler said no, but the report's thrust was about their preparations for what turned out to be the 9/11 attacks, and their ability to elude federal agents. ... http://abcnews.go.com/US/wireStory?id=1772298&CMP=OTC-RSSFeeds0312
