Chad may face genocide, UN warns |
The violence in Chad could turn into a genocide similar to that in Rwanda in 1994, the UN refugee agency has warned. The UNHCR says the killing tactics from neighbouring Darfur in Sudan have been transported to eastern Chad in full. The warning comes as Chad, Sudan and the Central African Republic signed a deal not to support rebels attacking each other's neighbouring territory. African Union head, Ghana's President John Kufuor, said they seemed ready to agree to an AU/UN border peace force. "They seem to be ready to accept a beefed-up force from the African Union and the United Nations to take control of the borders among them," Mr Kufuor told reporters at the French-African summit in Cannes where the declaration was signed. ... http://news.bbc.co.uk/2/hi/africa/6367545.stm

Indonesia Agrees So Share Bird Flu Virus With WHO in Exchange for Affordable Vaccine |
Indonesia agreed to resume sharing its bird flu virus with the World Health Organization Friday under condition that developing countries will have equal access to an affordable vaccine, officials from both sides said. The country hardest-hit by bird flu is worried that large drug companies will use its H5N1 strain to make vaccines that will be too expensive for developing nations in the event of a global pandemic that could kill millions. Jakarta drew criticism earlier this month when it said it would withhold samples of its bird flu virus from WHO unless an agreement was reached on commercial development of a vaccine. "The (health) minister has assured the WHO they would not hold WHO hostage to the virus," David Heymann, a top WHO bird flu official, said after talks Friday in the Indonesian capital with Health Minister Siti Fadilah Supari and other senior government officials about the vaccine row. "They will share the virus for global public health services."... http://abcnews.go.com/International/wireStory?id=2881087

A thick layer of ice kept major highways closed Friday morning, a day after hundreds of drivers became stranded on a hilly stretch of eastern Pennsylvania that had been hit by a monster storm.National Guard troops used Humvees to ferry in food, fuel and baby supplies on Thursday to the lines of motorists caught in a 50-mile traffic jam on Interstate 78. Friday morning, the troops were busy towing away the remaining vehicles while road crews struggled to melt ice that had built up four to six inches in places. Some drivers were angry that they had been let on the road at all. State police didn't close all the entrance ramps to I-78 until around 5 p.m. Thursday, more than 24 hours after cars and trucks started getting caught. They also closed sections of I-81 and I-80, to help keep the area clear.... http://www.cbsnews.com/stories/2007/02/16/ap/national/mainD8NARTE80.shtml
