The U.S. military has charged two soldiers in the February killing of a civilian near Ramadi, the military said Sunday.Spec. Nathan B. Lynn was charged with one count of voluntary manslaughter for allegedly shooting an unarmed man on Feb. 15, the military said.Lynn and Sgt. Latino elected officials from both parties are joining efforts to lobby Congress in support of immigration law reform.Elected officials from Arizona, California, Michigan, New Mexico, Oklahoma, Pennsylvania and Texas were among those who agreed on the campaign Saturday during the annual convention of the National Association of Latino Elected and Appointed Officials, a group of Hispanic leaders from around the country.They promised to walk the halls of Congress on July 19 to press for action that would favor immigrants, such as elements of a Senate bill that would provide the opportunity for some illegal immigrants to gain legal status. Rasheed Qambari escaped threats from Saddam Hussein's regime a decade ago and was granted asylum in the United States. Qambari helped out as a translator, and says he aided other immigrants who wanted to send money to a nation without a functioning banking or mail system. When his wife's brother back in Iraq needed $7,800 for kidney treatment, he tried to help. "You either let a person die or you send money," he said. "We are proud to help our families and friends." Qambari was convicted in January of operating an unlicensed money transferring business and is scheduled to be sentenced Monday along with two co-defendants. All three could be deported. Israel wants the soldier abducted by Palestinian militants to be released "immediately" or the Jewish state "will act to release him," an Israeli Foreign Ministry spokesman told CNN Sunday.Israeli tanks, helicopters and ground forces crossed into southern Gaza earlier Sunday after Palestinian militants tunneled under the border and attacked an army post, killing two soldiers and capturing a third, according to the Israeli army. Newly released documents in the Jack Abramoff investigation shed light on how the lobbyist secretly routed his clients' funds through tax-exempt organizations with the acquiescence of those in charge, including prominent conservative activist Grover Norquist.The federal probe has brought a string of bribery-related charges and plea deals. The possible misuse of tax-exempt groups is also receiving investigators' attention, sources familiar with the matter said.Among the organizations used by Abramoff was Norquist's Americans for Tax Reform. According to an investigative report on Abramoff's lobbying released last week by the Senate Indian Affairs Committee, Americans for Tax Reform served as a "conduit" for funds that flowed from Abramoff's clients to surreptitiously finance grass-roots lobbying campaigns.
