Iraqi President Jalal Talabani on Monday said he would not support proposals to go ahead with the formation of a much-delayed cabinet without the appointment of the key defence and interior ministers. He said: "The presidency does not wish to see the presentation of an incomplete government lacking the defence and interior posts." He was speaking in response to calls for Iraqi prime minister designate Nuri al-Maliki to temporarily fill the seats in order to break five months of political deadlock. Talabani said: "There is an agreement that these two ministries should go to independents on which all party lists agree. Hong Kong urged small ships and fishing boats on the open seas to seek shelter Tuesday as a killer typhoon -- the strongest ever to threaten the city in May -- spun closer on its way to China's southern coast.The storm's eye was expected to miss Hong Kong, but its fringe would begin lashing the city early Wednesday, the Hong Kong Observatory said.Typhoon Chanchu, which means "pearl" in Chinese, was about 600 kilometers (372 miles) south of Hong Kong early Tuesday, the observatory said. Cuban President Fidel Castro furiously denied on Monday a story in Forbes magazine that he was worth $900 million and said he would step down if the magazine could prove the assertion. Revolts in 70 jails in the Brazilian state of Sao Paulo have come to an end, after spawning four days of violence in which at least 81 people died. Police are patrolling Sao Paulo city after gangs apparently directed by prison inmates attacked police stations and banks, and torched dozens of buses. The state government refused a federal offer to send in 4,000 elite troops. The unrest was triggered when hundreds of imprisoned members of a gang were sent to maximum-security prisons. The U.S. Army is warning soldiers and their families that a new film about an Iraq war medical unit may trigger mental health problems for some who view it. Army brass have sent a cautionary warning to military medical personnel about the soon-to-be-aired HBO documentary "Baghdad ER," which gives a graphic view of the Iraq war through the eyes of trauma doctors and nurses, even filming during an amputation. Despite many disturbing scenes, filmmaker Jon Alpert said the film had actually been toned down. "Some of the real raw scenes were just a little bit too brutal. My first two days there, I witnessed four amputations," said Alpert. About 20 percent of Boston College's faculty signed a letter opposing the Catholic school's plan to award Secretary of State Condoleezza Rice an honorary degree when she addresses this year's graduates, saying it is morally wrong to praise a leader whose efforts promote an "unjust war." The letter, signed by more than 200 faculty members, says Miss Rice's approach to international affairs conflicts with the school's Catholic traditions and humanistic values, and has sparked student rallies and counter-rallies on the university's Chestnut Hill campus.
