So the Primary Election is behind us, and we prevailed with more than 57 percent of the vote against a fine, long-standing, able and well-known Libertarian opponent. So we have crossed the river, and now begin to climb the big mountain. And so we will be needing your help. We will be sending you campaign messages every 10 to 15 days until the General Election on November 2nd, 2004. Most of these messages will contain practical suggestions about what Judge Jim Gray would do in Washington as your United States Senator, such as the following: What do you think would happen if all prison wardens were promoted, given increases in salary, or given public recognition based upon a reduced recidivism (i.e. re-offending) rate of the inmates released from their facilities? Since at least 95 percent of all prison inmates are eventually released back into society, wouldn't it be better if the inmates were more prepared to be law-abiding and productive when they are released? With incentives for reducing recidivism, all of a sudden prison wardens would implement programs that would help the inmates successfully adjust, such as drug treatment, a high school diploma, anger-management training, and post-release support groups. A fairly small drug treatment and aftercare program at Donovan State Prison in San Diego County, along with aftercare, has reduced the recidivism rate for released inmates from about 80 percent down to around 18 percent. Imagine the numbers of crimes that were not committed or persons not victimized as a result of the implementation of that program, as well as the resources that were not spent for police investigations, prosecutions and incarcerations. All we need to do to reduce crime and the cost of government in this area is to put the incentives in the right places. Unfortunately, under today's system, the incentives actually encourage increased recidivism. Today, the more inmates we have, the more job security and advancement possibilities exist for the prison wardens and everyone else in the prison system. So this situation must be changed.
